U.S. Struggles to Keep Pace in Delivering Broadband Service

Why is the US broadband so far behind even third world countries? The article neglects to mention it but the reason is competition, or rather the lack thereof.

Case in point, in San Antonio students gather in the library parking lot to use its WiFi even when the library is closed. The city has plenty of fiber optic capacity to offer their own high-speed service but Texas law prevents them from doing so. Without that competition, speed and capability lags.
