Google’s famous “20 percent time”, where employees are encouraged to spend a part of their time at work on whatever they like as long as it helps Google in some way, actually predates Google and by decades.
I’ve worked places where this was tacitly allowed although none of them ever had an official policy or convention. I miss those days.
