The European Court of Justice has ruled that consumers have the right to resell any software they buy, regardless of how it was purchased. This is particularly important since so much software is sold via download now and there is no longer any physical media.
The ECJ ruling isn’t carte blanche to resell, however. Sellers are expected to delete or disable any software sold and if you have a multi-seat license you can’t sell individual seats. But it changes the old “you don’t buy software, you just purchase the right to use it” into something more in line with a regular consumer transaction.
