After spending untold millions, the city received a consultant’s report that says that High Falls might be better offf full of offices and apartments rather than as an entertainment district. Well, duh! The city already has an entertainment district, the East End, that developed almost in spite of the city. High Falls has turned out to be a very expensive example of why you can’t manufacture fun. It’s time to stop throwing money away.
