I do not blame you. I just do not understand why somene like me, since I started working downtown in 2001, would never step foot in that garage because it never looked safe. For the past four years, I would either walk or drive past that helix every day and would notice it slanting. And it is just not me, it was the opinion of many other people who would walk by the helix. Over time, it became a joke. Now it’s a joke that no engineering equipment could have been used to tell us what my and numerous eyes could have told them.

It was obvious that the main structure and the ramp had settled separately. They had put up steel i-beams in the area as part of the last renovation but never seemed to do anything with the ramps themselves. To be honest, I was more concerned that the main structure would fail than the ramps, especially with all the rust and broken concrete they were fixing. The ramp problems were harder to see but far more serious.
